Overview

The Office of the Inspector General (“OIG”) partners with MSBA to provide education regarding procurement, contracting, and ethics law. MSBA regulations require that the following individuals obtain either an MCPPO Designation or a School Project Designer & OPM Certification.

  • School District Personnel (the Eligible Applicant or his/her designee) – MCPPO Designation
  • The Owner’s Project Manager – School Project Designer/OPM Certification
  • The Designer – School Project Designer/OPM Certification

Note: The MCPPO Designation and the School Project Designer & OPM Certification are different items.

School District Personnel

Pursuant to the MSBA’s regulations, the Eligible Applicant or his/her designee who will be in charge of procurement for the project is required to be designated by the Office of the Inspector General as an MCPPO.

Owner’s Project Manager and Designers

The Project Director for the Owner’s Project Manager (OPM) and the individual directly in charge of the Project for the Designer are required to obtain the MSBA School Project Designer’s and Owner’s Project Managers Certification through the OIG Academy.

To earn a certification, both OPMs and designers must attend and successfully complete the School Project Designers and Owner’s Project Managers Certification class.

To maintain this certification, designers and OPMs must renew their certification every three years from the date of issuance by successfully completing the School Project Designers and Owner’s Project Managers Recertification class. OPMs and designers can review the MSBA regulations 963 CMR 2.07(2)(l) and 963 CMR 2.07(3)(f) to learn more about specific requirements.
